Sub: Use of E- Mail and Digital Certificates for participation in South Eastern Railway’s E- Procurement System.

An E- Procurement system will shortly be adopted by this Railway for ensuring fast transaction, early decision making and overall transparency in all Procurement works of this Railway. The proposed E-Procurement System is likely to cover all types of tenders issued by Stores Department of South Eastern Railway. At present tenders can be viewed and downloaded from this railway's website (www.serailway.gov.in/hq/stores) . The aim is to develop a system such that offers can also be submitted electronically with Digital Signatures. To serve the confidentiality & interest of tenderers the electronic bid submission activity will be protected by state-of-the-art encryption technology involving PKI (Public Key Infrastructure) & Digital Signatures.Once implemented, this system will not only enable e-tendering but also allow viewing the tabulation statement containing offer details of all participating vendors.For you to submit offer electronically, obtaining a Digital Signature is mandatory.The information regarding final award of contract may also be conveyed to the concerned vendors through E-mail.

For this system to succeed, you are requested to obtain a Digital Signature certificate(if not already obtained) as per the Indian IT Act , 2000. No vendor will be able to interact with the portal of South Eastern Railway unless they posses a legally valid Digital Certificate from any Licensed Certifying Authority.

The purpose of issuing this letter is to keep you prepared to take active participation in E- Procurement as and when this project materializes in SER.
