Compendium of instructions on the following subjects is enclosed for information and further dissemination of its contents of the field level for compliance:-

As brought on in the preface of the compendium. The circulars issued before 30/06/98, and not included in this compendium are not valid and deemed to be cancelled.

COMPENDIUM OF INSTRUCTIONS FOR TRACK PROCUREMENT

(RAIL, WITCHES, XINGS, SEJ, S.T.O., CST-9 etc.) & WELDING & U. S. F. D. EDTK(P) SEPTEMBER, 1998

 

PREFATORY NOTE

This compendium of instructions is issued for guidance of officials dealing with the subject matter. It contains all administrative orders issued from Railway Board from time to time, which have relevance on date. All those circulars and letters issued on the subject prior to and on 30/06/98 and not contained in this compendium are deemed to be cancelled or superseded. The compilation in the compendium is to remain up-dated and for documentation purposes. However, rules and provisions of the original circular / letter issued from the Board constitute the final authority on the original circular / letter issued from the Board constitute the final authority on the subject and not this compendium. Therefore, this compendium should not be referred to as an authority except for identifying the valid circulars / letters issued by Board and to exclude all other letters / circulars issued prior to 30/6/98 and not contained in the compendium.

While all out efforts have been made to make the compendium exhaustive yet, corrections to this compendium may be required and shall be issued serially numbered. In the next edition, mention shall be made of the number of incorporated correction slips. Remaining correction slips continue to remain in vogue till the next edition and so on.

The compilation of this compendium brought out need of regularly updating relevant codes and manuals and also the need to exercise restraint in issuing policy directives which are already contained in a code or manual or require correction / deletion / addendum to a code or manual or a previous policy directive. The compendium throws light on all such areas and, apart from the fact that a lot of corrections have already been carried out, a follow up action plan has been drawn and is being pursued to achieve this goal of field staff referring to the relevant Codes and Manuals and their correction slips only and minimal reference to circulars / policy letters etc.

The compendium covers following subjects.

  1. Track - Procurement and disposal.
  2. Flash Butt, Alumino - Thermit Welding of Rails.
  3. Ultrasonic Testing of Rails and welds.

Zonal Railway may supplement the instructions, however taking care that these do not contravene the provisions of the codes and general rules.

It is hoped that, as already advised, CEs shall take similar action regarding the compendiums of their circulars etc. issued by Engineering Branch and keep them updated.

A. PROCUREMENT 

1. Sub: - Decentralisation of procurement of fish plates. 

Procurement of fish plates has been Decentralised and may be procured from RDSO approved suppliers.

2. Sub: Use of CST - 9 SLEEPERS 

Board decided that procurement of CST - 9 Sleepers will not be done in future from 1998-99. All Railways are advised to plan their work accordingly.

B. DISPOSAL OF MATERIALS 

Sub: - Disposal of S. H. P. Way. Material released from Gauge

·  ·  Conversion Projects. 

Board directed to disposal of only 60r/Lighter surplus Material through auction / sale and heavier section like 75R is to be reused or export, if possible.

C. WELDING 

(Manual for Flash butt Welding and Alumino - Thermit Welding have been issued in 1996 - 1998 respectively

4. Sub: - Welding Policy. 

Board decided that all single rails should go to welding plant and to be welded into 3/10/20 rail penals. 10/20 rail penals should go for Track Renewal and 3 - rail penals for construction o0f new lines.

5. Sub: - Welding of Rail Joints. 

Instructions are issued to reduced Thermit welds and increase Flash Butt and Gas Pressure welds. 

In the same letter it is also advised to maximise the production of FBWP by reducing the production loss Plant can be contracted to some expert for the purpose of maintenance and even for operation.

FLASH BUTT WELDING PLANTS & THEIR WORKING 

 

6. Sub: - Flash Butt Welding. 

Board decision is communicated for upkeeping the Flash Butt Welding Plant under the administrative control of CTE, approval of layout for the new plants by Board, review of man power, supply of 3 - rail panel to construction site, frequent inspection by high level team etc.

7. Sub :- Minimum equipment and machines required in the Flash Butt Welding. 

With the consultation of RDSO, Board decided the minimum equipment and machines to be provided in the Flash Butt Welding Plants and if already not available, should be included in M & P Programme.

D. Rail Fracture & Weld Failure 

8. Sub: - Action Plan to Achieve Zero failure on selected important routes. 

Various measures are suggested to achieve zero failure of rails and welds, like, carrying out frequent USFD, U.S. testing of thermit weld, re-welding of same, de-stressing of LWR, gap survey, special patrolling, out of turn renewals, imposition of suitable speed restrictions, improvement in quality of track, proper blasting, attention to joints, elimination of formation problems, proper drainage, renewal of scabbed and corroded rails etc.

9. Sub: - Prevention of rail and weld Fracture. 

This letter lay the stress on frequent USFD and visual inspection of track and railway to strengthen the USFD - Organisation to prevent the rail / weld failure.

10. Sub: - Rail and Weld failures - Precautions. 

Some more measures are suggested to prevent rail / weld failure particularly in the start of winter like night and early morning patrolling and availability of joggled fishplates.
