A UNIQUE PUBLIC AWARENSS CAMPAIGN

South Eastern
Railway has started a unique awareness campaign for the road users of level
crossing by sending individual messages to mobile users. The message is being relayed so as to make
each and every citizen aware of safety rules to be followed by them while using
a level
crossing – manned or unmanned.
S.E.Railway is
covering approximately 30 lakhs citizens (17 lakhs in West Bengal, 5 lakhs in Jharkhand & 8 lakhs in Orissa). The message is been relayed to each mobile
users three times so that the message is not missed out by any one. The drive started on 13th
November, 2007 and will last for about 2 months covering each mobile user
thrice.
In Indian
Railways small incidents while crossing a level crossing has been a cause of
concern over a period of time. Though
efforts were made earlier also by the help of advertisements as a routine in
print media and small quickies in Doordarshan but not much impact could be
noticed. As such it was decided that we
must try to reach out each and every road users as far as possible.
Presently
Railways has selected BSNL who can reach out to the largest group of users as
they have maximum presence in remote area. Level crossing incidents has been a
main concern in remote areas.
Amongst 16
zonal Railways in the country, South Eastern Railway is the only Railway which
has introduced this unique campaign. It
is, indeed, first of its kind in Indian Railway. With this unique campaign, a
large number of people those who cross the level crossing gate taking risk of
their lives everyday can be educated and level crossing accident also be
averted.

has also achieved a record breaking freight loading of 90.5 million tones
during the first ten months i.e. April to January of the current financial year
thus registering a growth of 11.5%.
Loading
of iron ore has been the major contributing factor behind this spectacular
performance. During the period from April to January, SER loaded 54.9 million
tones of iron ore which is 18% more than the corresponding period of last
financial year. SER loaded 55 rakes of iron ore per day in Jan.’08 as against

tones of coal, 9.2 million tones of Pig iron & Finished steel, 5.13 million
tones of cement, 1.6 million tones of raw materials to Steel Plant (except Iron
ore) and 2.3 million tones of general merchandised goods.
The
above performance has been achieved despite less number of wagons in the system
as compared to last year and efforts in reducing wagon turn round. The wagon
turn round has come down to about 1.7 days as compared to 2.1 day last year by
reducing detentions in terminals and faster clearance of rakes from terminals
and yards.

a result of this commendable performance, S.E.Railway has been able to generate

Computerization of Railway
Receipt
South Eastern Railway has started generating
computerizing Railway Receipts through a large network of computerized Freight Operations Information System. Presently, Railway Receipts are
being issued at 49 loading locations over S.E.Railway. The system is capable of generating Railway
Receipt (RR) at the siding itself. The Railway Receipt can be seen at any of the
terminal where the goods has to be received, thus dispensing the physical
transfer of RR from the originating point to the terminal point.
Freight Operations Information System (FOIS) has been one of the major
achievement in computerization of the working in Railway after Passenger
Reservation system(PRS). FOIS is an
on-line system for management and control of freight movement and enables
freight customers to have instant access to information regarding the current
status of their consignments in transit. This also enables Railway to plan the
empty movement to the siding and at the same time provides the customers the
basic data of loading and unloading time taken at the siding/goods sheds. FOIS
yields a unified freight data base for all Indian Railways as of PRS and helps
Railways in reducing detention of the rakes at sidings or enroute.
FOIS
has been implemented in S E Railway at 67 terminals by 2007-08. Further, 23 terminals are likely to be
covered in 2008-09. This system has been instrumental in improving the Railway’s
efficiency and has been the most effective instrument in ensuring optimum
utilization of stock leading to increase of 12% in loading and also 12% in
freight earnings of S.E.Railway
The
system has in fact started giving results which can be seen in the form of
reduced wagon turn round as compared to the previous year.
The
system is aimed at –
1. Providing timely information to the freight
customers so that they can organize and arrange loading and unloading at
minimum cost(machines & labours) thereby helping in their Inventory Management.
2. Providing information to the freight customers
about their rake and the transit time (tracking the rake).
3. Helping electronic transfer of freight amount from
the customers account to railway account directly, thereby dispensing physical
handling of cash and draft/cheque etc.
